The term exploit is used to much in terms of game mechanics. The reason being that the GAME allows such things therefore it is not an EXPLOIT. Cheating on your taxes is allowed only if u r not caught at it(which is what the IRS is for). In the case's of -10 pirates killing in 1.0 space it is allowed but not if u r caught (which is what concord is for). In either case GOD (CCP or whatever u believe in) would not handle it. Understand that EVERYONE in eve is exploiting the game in some form or another since there is no effect to any cause that might occur (repercussions). Agreeing with me is not a concern. I believe i read in a post where someone used the analogy of extradition treaties...that was a bad use of an analogy. If someone used a countries no Extradition policy to escape authorities, that individual would have to live there for that point on. they could not go anywhere. Whereas people who have negative ratings can go anywhere.
If the use of analogies is warranted here then it should be said that the 12 mile international waters LAW (or treaty) could never be enforced by what was stated in the post. However if u commit a crime such AS piracy it CAN (before u flame i know this hinges on being actually caught) be adjudicated in the Court of law of the ships flag status (where its from) or the authorities who catch the PIRATES.
ALL the rhetoric (and thats all it is) is based on a FLAW. That flaw is there is NO effect to the cause in this game (period). Which by definition is the GREATEST exploit we as denizens of the vast expanse we call space will ever face.
